Pawleys Island is the oldest resort on the Carolina coast — a four-mile barrier island of raised cottages between Pawleys Creek and the Atlantic, a town of 130 permanent residents (Town Hall 843-237-1698; inspections through SAFEbuilt) that was cut in two by Hugo's surge in 1989 and rebuilt — and Litchfield is the mainland behind it: Litchfield Beach and Litchfield by the Sea, Litchfield Plantation, Pawleys Plantation, Willbrook, the Reserve and DeBordieu to the south, all in Georgetown County, whose Building Department in Georgetown (843-545-3116) issues the permits. The island is almost entirely AE and VE flood zone, and anything on the creek side or the ocean side of the dune is DHEC OCRM critical area; the plantations are sandy ridges under live oaks with architectural committees that review every exterior change and protect the trees.
So the work is careful work: under-house parking and storage slabs for the island's raised cottages, poured around the pilings to the flood rules; walks and small pads on the creek side with OCRM's line respected; driveway replacements, stamped entries, patios, pool decks and golf cart pads in the plantations, drawn for the committees and routed around the oaks' root zones; and the marine-exposure mix everywhere, because none of it is more than a mile from salt water. We check which permit — the town's, the county's, SCDOT's on 17 — and which committee before we quote, and we don't put fill where the flood map or the marsh says not to.
