Surfside Beach calls itself the Family Beach — incorporated in 1964, 4,155 residents, a two-mile oceanfront of 1960s–80s cottages and raised rentals behind the pier — and it's a town with its own Planning, Building and Zoning desk (843-913-6341) that permits aprons and structures and records the flood zone, BFE and setbacks on every application. Garden City, just south, is unincorporated Horry County on a barrier spit between the ocean and the Murrells Inlet marsh, with 10,235 people and a beachfront that was rebuilt after Hurricane Hugo's thirteen-foot surge destroyed 43 percent of its oceanfront structures in September 1989. Both are built on the Strand's dune sands and both are entirely within salt reach, so every slab is a marine-exposure slab — dense mix, fiber or coated steel, sealed finishes.

The housing drives the work: raised beach houses that need under-house parking slabs, walks to the stairs and storage-room floors; rental cottages that need parking pads on the lot; 1970s–80s driveways that have settled and need lifting or replacing; and pool decks behind the larger rentals that the salt has eaten. In Surfside the apron permit is the town's; in Garden City it's the county's free encroachment permit on county streets and SCDOT's on 17 Business. Garden City's marsh-side streets sit in AE and VE zones where fill and foundations follow the flood rules, and the DHEC OCRM beachfront setback line governs anything on the ocean side of the dune.

Who permits my apron in Surfside Beach?

Why did my 1980s pool deck fall apart?

Rust. Wire mesh laid on the sand instead of chaired into the slab, a block from the ocean, rusted and expanded and spalled the surface in sheets. If the slab is otherwise sound, resurfacing covers it; if the rust is widespread, it's a replacement with fiber or coated steel.

Can I pour anything on the beach side of my house?

On the land side of the DHEC OCRM setback line, with the normal permits, yes. Seaward of it — the dune and the beach — nothing goes in without an OCRM permit, and new erosion-control structures aren't allowed at all.

Is Garden City in a flood zone?

Most of it — the barrier spit is AE and VE zones front and back. Flatwork is fine; foundations go to the zone's elevation and fill is regulated. See the flood guide.
