Concrete for Socastee and Burgess — wet sandy flats, county ditches and the Waterway's edge
Socastee grew up around the swing bridge; Burgess grew up along 707 in the last twenty years. Both are county ground — ditches, culverts and free encroachment permits — on flats where the water table is close.
Socastee is the old community on the Intracoastal Waterway where the swing bridge has carried Highway 544 since 1936, now a census area of 22,000 people in 1980s–2000s subdivisions between the Waterway and the Bypass; Burgess is the SC 707 corridor south of it toward Murrells Inlet, farmland twenty years ago and tens of thousands of residents now, in communities that keep going up. Both are unincorporated Horry County, and both sit on the wetter side of the Strand's geology: the Lynn Haven and Leon sands the soil survey says are "severely limited" for homes by wetness and ponding, with a hardpan a foot or two down and a water table above it half the year, plus the Waterway's and Collins Creek's flood zones along the edges.
That makes drainage the whole job. Most streets drain through roadside ditches, so every driveway crosses one on a culvert, and the county's rules apply: a free encroachment permit from Engineering with 72 hours' notice, a pipe sized and bedded for the ditch with poured end sections, expansion joints a foot either side of it, a four-inch minimum, and no raising the water on a neighbor. Driveway aprons with failed pipes are the most common replacement we do here; boat and RV pads for the Waterway households, patios and pool decks behind the 2000s homes, and shed and generator pads make up the rest. We compact the base hard on these flats and we grade to the ditch, not away from it.

My driveway pipe collapsed and the ditch backs up. Who's responsible?
You are, for the pipe under your apron — and the county's stormwater ordinance makes blocking the ditch to a neighbor's detriment your problem too. We replace the pipe sized for the ditch, pour new end sections and re-pour the apron under a free county encroachment permit.
Why is the ground always wet here?
Socastee and Burgess sit on the Leon and Lynn Haven sands with a hardpan a foot or two down that holds the water table above it for months. Concrete on it needs a compacted base and good grading, and foundations need the engineer to account for it.
Do I need a permit in Burgess?
For the apron in the county right-of-way, yes — a free encroachment permit. For the driveway, patio or pad on your lot, no. A shed over 200 square feet needs a building permit, and the 707-corridor HOAs review exterior work.
Can you tie a boat pad into my driveway?
Yes — five or six inches with rebar, doweled to the drive so you back straight on, with a slight fall to drain. It's the standard job on the river streets.
